Red Flag


The Federal Red Flag Rule outlines identity theft monitoring requirements for creditors—including public utility companies under which the City utility departments fall. These rules are significant for small utility suppliers like the City of Chelsea and have been undergoing significant review and interpretation as municipalities struggle to implement necessary controls to comply. The biggest change for the City of Chelsea will be a new requirement to verify the identification of all customers prior to opening a utility account or making a change to a utility account.

New residents are required to present valid identification in the form of a driver's license, passport, or comparable documents prior to requesting new or change in utility services. 

Alternatively, if you are out-of-state or not able to visit the City Offices you can send a notarized letter to complete these services utilizing the notary to complete the identification process. Template letters can be found on the City website under New Service and Service Changes
